Dr. Eitel, the only Commissioner in the Colony who took part in drawing up the report on the working of the Contagious Diseases Ordinance, whether he could account for the extraordinary mistake in the receipts for 1869 given in the appendix to their report. I have the honour now to forward copy of his reply. The official therein referred to as the Chief Clerk at the Colonial Secretary's Office was, I believe, the late Mr. Almada who was taken from the Colonial Secretary's Office to be Private Secretary to the Governor and had his office at Government House. Mr. Wodehouse who was at the time the Chief Clerk in the Secretariat declares that he never had anything to do either with the preparation or the forwarding of the returns in question.
